(dissenting).

The Sheriff of Jefferson County has ultimate supervisory power over his deputies and they are subject to his orders and directions. He, unlike other county officers, is liable for mistakes, negligence, etc. of his deputies and I do not think they should be involved in collective bargaining so long as they are involved in law enforcement activities.

I respectfully dissent.
