Submitted: July 19, 1994.
Decided: August 15, 1994.Appeal from the United States District Court for the Western District of North Carolina, at Charlotte. Graham C. Mullen, District Judge. (CA-92-324)
Gene Ellis Williams, Appellant Pro Se.
W.D.N.C.
AFFIRMED.
Before HALL, LUTTIG,* and WILLIAMS, Circuit Judges.
PER CURIAM:
1Appellant appeals from the district court's order denying relief on his complaint filed pursuant to 42 U.S.C. Sec. 1983 (1988) and Bivens v. Six Unknown Named Agents of Fed. Bureau of Narcotics, 403 U.S. 388 (1971). Our review of the record and the district court's opinion accepting the recommendation of the magistrate judge discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court. Williams v. Meese, No. CA-92-324 (W.D.N.C. Apr. 15, 1994). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.
AFFIRMED
*Judge Luttig did not participate in consideration of this case. The opinion is filed by a quorum of the panel pursuant to 28 U.S.C. Sec. 46(d)
