42 U.S.C. § 1983(1994) complaint. We have reviewed the record and the district court's opinion, dismissing the action because it failed to state a claim upon which relief could be granted under 28 U.S.C. § 1915A(b)(1) (West Supp. 1997), and find no reversible error. Accordingly, we affirm on the reasoning of the district court. Tonkins v. Newport News City Jail, No. CA-95-157-AM (E.D. Va. Aug. 8, 1995). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the court and argument would not aid the decisional process. AFFIRMED 2
