Richard E. Larkin, Jr., Appellant Pro Se. Michael Steven Jonas Chernau, COUNTY ATTORNEY'S OFFICE, Chesterfield, VA, for Appellees.
E.D.Va.
AFFIRMED.
Before WIDENER and NIEMEYER, Circuit Judges, and PHILLIPS, Senior Circuit Judge.
PER CURIAM:
1Appellant appeals from the district court's order granting summary judgment to the Defendants on Appellant's complaint brought pursuant to 42 U.S.C. Secs. 1981-1983 (1988). Our review of the record and the district court's opinion discloses that this appeal is without merit. Accordingly, we affirm on the reasoning of the district court. Larkin v. Smith, No. CA-94-53 (E.D. Va. June 22, 1994). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.
