Southgate, doing business as Sound Spark Studios, appeals the district court’s order granting Defendants’ motions to dismiss and dismissing with prejudice Southgate’s civil complaint. We have reviewed the record and find no reversible error. Accordingly, we affirm for the reasons stated by the district court. Southgate v. United States, No. 1:17-cv-01047-LO-MSN (E.D. Va. filed Apr. 9, 2018; entered Apr. 10, 2018). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before this court and argument would not aid the decisional process. AFFIRMED 3
