Accordingly, we deny a certif- icate of appealability and dismiss the appeal on the reasoning of the district court. See United States v. Gardner, Nos. CR-98-40; CA-00-260-7 (W.D. Va. filed Aug. 23; entered Aug. 24, 2000).
