707 F.2d 215, 220 (5th Cir. 1983) (citation omitted). Because Orr has not raised a viable § 2241 claim, there was no error in the district court’s denial of his motion for appointed counsel. See 18 U.S.C. § 3006A(a)(2)(B). His motion for appellate counsel is therefore also DENIED. This frivolous appeal is DISMISSED. See 5th Cir. R. 42.2. 2
