Gradford is a former detainee proceeding without counsel in this civil 19 rights action pursuant to 42 U.S.C. § 1983. Plaintiff does not appear to be a prisoner within the 20 meaning of the Prison Litigation Reform Act. See Page v. Torrey, 201 F.3d 1136, 1140 (9th Cir. 21 2000). 22 Plaintiff has filed an application to proceed in forma pauperis. Examination of this 23 application reveals that plaintiff is unable to afford the costs of this action.
