The award of attorney fees will satisfy all of Plaintiff’s claims for fees, 22 costs, and expenses under 28 U.S.C. § 2412 in this case. Any fees paid belong to Plaintiff and not 23 her attorney and can be offset to satisfy pre-existing debt that the litigant owes the United States 24 under Astrue v. Ratliff, 130 S. Ct. 2521 (2010). Fees shall be made payable to Plaintiff, but if the 25 Department of the Treasury determines that Plaintiff does not owe a federal debt, then the 26 27 government shall cause the payment of fees, expenses and costs to be made directly to Counsel, 28 1 pursuant to the assignment executed by Plaintiff.
