FINDINGS AND RECOMMENDATIONS 14 HER, et al., 15 Defendants. 16 17 Plaintiff is a civil detainee, proceeding without counsel, with this civil rights action. On 18 March 26, 2024, the court denied plaintiff’s application to proceed in forma pauperis and ordered 19 plaintiff to pay the filing fee within thirty days of receiving the order. (ECF No. 23.)
