hi respectfully dissent from that portion of the majority., opinion denying attorney fees for the appeal. Even though' the appellant has won her' appeal, I find the history of this case to be troublesome and a waste ,of judicial effort and time.' I would assess' $3,000.00 in attorney fees against the appellant for this appeal. In all other respects, I agree with the majority. ' '
