The Ninth Circuit has held that a parent or 11] guardian cannot litigate a case on behalf of a minor child without retaining a lawyer. Johns v. 12] Cnty. of San Diego, 114 F.3d 874, 877 (9" Cir. 1997).! Accordingly, Plaintiffs must retain a 13] lawyer and that lawyer must file a notice of appearance by November 4, 2024.
