OPINION — AG — ** MUNICIPALITY — TICKETS — TICKET SCALPING ** A CHARTERED MUNICIPALITY MAY, PURSUANT TO A PROPER CHARTER PROVISION, ENACT AN ORDINANCE TO PROHIBIT THE SALE OF TICKETS AT MORE THAN FACE VALUE.
