HALL, Chief Justice,

concurring in the result:

I concur in the result only because I am not persuaded that the 1977 statutory amendments¹ in any way supersede the ruling of this Court in Mecham v. Mecham.² Nor am I convinced that the amendments otherwise relieve the res judicata effect of the divorce decree on the Department’s belated effort to seek reimbursement.
