(concurring in part, dissenting in part). Sec. 111.70(4) (d)2.a. mandates that the commission “shall whenever possible avoid fragmentation by maintaining as few units as practicable in keeping with the size of the total municipal force.” The commission’s findings of fact, conclusions of law, and memorandum decision in this case are totally silent on the issue of fragmentation. The legislature has mandated the commission, not this court, to consider fragmentation. By deciding this issue this court intrudes on the commission’s responsibilities and exceeds its jurisdiction. I would remand this matter to the commission.
