(concurring in part and dissenting in part). I concur in the conclusion of the per curiam opinion that 1975 PA 227 is unconstitutional as violative of art 4, § 24 of the Constitution of 1963. I dissent from that portion of the opinion which states an intention to issue later a second opinion dealing with other raised constitutional issues, because I am persuaded that today’s determination of unconstitutionality terminates the statutory life of 1975 PA 227 and thus there remains no legislation upon which this Court may later express an opinion of constitutionality under Const 1963, art 3, §8.
