I agree to this opinion upon the ground that the proposed water revenue certificates did not directly or indirectly impose upon the city a potentially coercive obligation to exercise the power of taxation to redeem such certificates or interest thereon. See Kathleen Citrus Land Co. v. City of Lakeland, 124 Fla. 659,169 South. Rep. 356.
