¶41 I made clear my disagreement with the result in Ralph I, in which a majority of the court held that RCW 4.12.010(1) “relates to venue, not jurisdiction.” Ralph v. Dep’t of Nat. Res., 182 Wn.2d 242, 246, 343 P.3d 342 (2014). Given that we now treat RCW 4.12.010 as a venue statute, rather than a jurisdictional statute, I concur in the majority’s result.
