(dissenting) — TMC 2.01.060(E)(8) permits the City to exercise its power of eminent domain when a derelict building has “sufficient value to be repairable.” This record is devoid of any evidence that the Zimmermans’ building has “sufficient value to be repairable.” I find the last four paragraphs of the majority’s analysis to be strained and internally inconsistent. For these reasons, I respectfully dissent.
