action alleging unconstitutional conditions of confinement. (e)(2)(B)(ii)). We affirm. The district court properly dismissed Bealer’s action because Bealer failed to allege facts sufficient to show that defendant Wilson knew of or disregarded an excessive risk to Bealer’s health. See Hallett v. Morgan,296 F.3d 732
, 744 (9th Cir. 2002) (elements of Eighth Amendment conditions of confinement claim); see also Farmer v. Brennan,511 U.S. 825
, 847 (1994) (prison officials liable for denying humane conditions of confinement only if they know of and disregard a substantial risk of serious harm). We do not consider matters not specifically and distinctly raised and argued in the opening brief, or arguments and allegations raised for the first time on appeal. See Padgett v. Wright,587 F.3d 983
, 985 n.2 (9th Cir. 2009). Bealer’s request for an extension of time to file the opening brief (Docket Entry No. 10) is denied as unnecessary. AFFIRMED. 2 17-16173
