, 894 (9th Cir. 2003), and we deny the petition for review. The BIA did not abuse its discretion in denying Sogy’s motion to reopen where Sogy’s claims could have been raised in his prior proceedings before the agency. See Mondragon v. INS,625 F.2d 270
, 272 (9th Cir. 1980); see also Singh v. INS,295 F.3d 1037
