concur. Ordered that the judgment and amended judgments are modified, on the law, without costs, by reversing so much thereof as partially granted petitioners’ application by directing respondent Commissioner of Health to recalculate petitioners’ Medicaid reimbursement rates and to reimburse petitioners for any amounts owed to them by reason of the recalculation, and, as so modified, affirmed.
