AND NOW, this 16th day of August, 2005, the Court sustains the preliminary objections filed by the Board of Claims and Respondent Contractors raising this Court’s lack of original subject matter jurisdiction, and it hereby dismisses the petition for review in the nature of a complaint for declaratory judgment filed by the Department of General Services.
