over criminal matters in the State of Texas. See Tex. Gov't Code § 22.001 & Texas Constitution,
Article V, Section 3. A petition for discretionary review in a criminal case must be filed with the clerk
of the court of appeals. See TEX. R. APP. P. 68.3.
